Overview

The submission and evaluation process of the GROW Financial Support to Third Parties (FSTP) mechanism will follow a two-stage procedure, ensuring transparency, inclusiveness, and accessibility for small and medium-sized CSOs.

Stage 1 – Concept Note submission (27 January 2026 – 27 March 2026)

The call for proposals will be published on ActionAid Hellas’ website and shared through partner CSO networks. Interested organizations will have two months to submit their concept notes electronically, including all mandatory annexes (i.e. Statute, Financial Statements, Declaration of Honor, Declaration of No Conflict of Interest, GDPR statement).

Eligibility check and notification of shortlisted applicants (28 March 2026 – 30 April 2026).

The FSTP Team will conduct an administrative and eligibility check for all submissions to ensure compliance with eligibility and formal criteria before evaluation. Eligible applicants will be informed by email about the evaluation results of the Concept Note stage and whether they proceed to the Full Proposal phase.


Stage 2 – Full Proposal submission (1 May 2026 – 15 June 2026)

Shortlisted applicants will be invited to submit their full proposals, including detailed project description, budget, CVs of key staff, and relevant supporting documents.

Evaluation and contracting (16 June 2026 – 31 August 2026)

Each proposal will be independently evaluated by two experts using the standard evaluation grid. In case of significant score divergence, a third evaluator will be appointed. The highest-ranked proposals will be selected for funding, and sub-grant agreements will be formalized with the successful applicants’ CSOs.

Project implementationstart (1 September 2026)

Selected projects will start implementation after signing sub-grant agreements with ActionAid Hellas.

This call aims to strengthen the right to social security, assistance and work, promoting social inclusion, poverty reduction, and equal opportunities. Projects should support vulnerable populations, including migrants, refugees, low-skilled women, and older people, through innovative initiatives improving access to employment, training, and social services. Expected results include enhanced socio-economic inclusion, empowerment of vulnerable groups, and pilot models addressing systemic barriers to social protection. Within this call, 15 civil society organisations (CSOs) will receive financial support and capacity-building assistance to strengthen their operational and organisational sustainability.
