The selection process is a single-stage submission followed by an admissibility and eligibility check, online pitches, and an ethical, legal, and social issues review. The below sections provide further details about each stage.
Admissibility and eligibility, exclusion and selection stages
1. Admissibility and Eligibility Check: Formal verification of application admissibility and eligibility status according to the requirements of the Call.
Evaluation of proposals
2. Online Pitching:
Pitching sessions will consist of a pitch and a question and answers session. Each evaluation panel member will evaluate proposals based on a review of the submitted application, the pitch, and the answers to the question and answers session. The evaluation panel will consist of three external independent experts and EIT Health management staff.
Applicants are expected to ensure their availability for the pitching sessions and to accept the pitching date and time assigned if invited to a pitching session. EIT Health will not be able to rearrange pitching slots according to the availability of applicants.
Following the evaluation criteria, each panel member will score proposals based on the submitted application, the pitch, and the answers provided during the question and answers section of the pitch session.
Each application will receive a single score and feedback on the application from each panel member. Final scores for each application will be out of 100 and are calculated by taking the mean of the reviewers’ scores. The weight of the external experts scoring combined will represent 60% of the total score and the weight of the EIT Health staff scoring will result in the remaining 40%.
3. Ethical Legal Social Issues Review: Independent experts will evaluate each project suggested for funding on the Ethical, Legal, and Social Issues (ELSI) to ensure that all elements in the proposal linked to critical ethical, legal and social considerations are well defined and addressed, thereby helping to de-risk the EIT Health portfolio.
4. Final Selection notification:
Following the online pitching sessions and ELSI review, applications will be ranked from highest scoring to lowest scoring based on the scores given by the external evaluators.
EIT Health management makes the final funding decision based on expert recommendations, evaluation scores, and available funding. Only applicants with an evaluation score of at least 70/100 will be considered for funding. All applicants will be notified of the final outcome and receive feedback from each expert.
The top-ranked applications will be selected for funding and invited to the contracting stage. If an applicant does not pass through contracting, the next applicant in the ranking list might be contacted, as long as they have scored at least 70 / 100 in the final score.
