Overview
The ‘Cultural Horizons’ programme is designed to increase the access of Ukrainians, particularly displaced persons, to culture and cultural heritage, by supporting cultural and artistic projects developed through EU-Ukrainian partnerships. It aims to strengthen connections between the Ukrainian and EU cultural spheres and to explore mentorship as a tool for professional development.
The ‘Cultural Horizons’ programme is co-financed by the EU through Creative Europe and implemented by the Ukrainian Cultural Foundation (Ukraine) with Cultural Vistas gGmbH (Germany).
The programme aims to:
1) Strengthen connections between the Ukrainian and EU cultural sectors;
2) Explore and promote mentorship as a tool for the development of the culture sector;
3) Foster the professional development of Ukrainian artists and cultural actors.
Within the programme, five open calls will be launched.
This is the first call - “Innovative cultural products” aims to support the development of various cultural sectors through the implementation of innovative approaches, including interdisciplinarity, the use of cutting-edge digital technologies (such as AR/VR, artificial intelligence, and big data), new formats of audience engagement, as well as flexible models of governance and cultural entrepreneurship.
Eligibility: partnerships between Ukrainian and EU-based organisations, individual entrepreneurs (with the Ukrainian partner acting as a lead applicant).
Total budget of the call: EUR 400 000 (UAH 19 108 000)
Minimum grant amount: EUR 10 000 (UAH 500 000)
Maximum grant amount: EUR 20 000 (UAH 1 000 000)
Please note that the total budget of the call in UAH may be increased or decreased depending on changes in the average monthly accounting exchange rates published by the European Commission through InforEuro and applied on the date of the decision to initiate the negotiation (grant agreement preparation) process for projects recommended for funding under this call.
Timeline
Technical eligibility check: 17–31 August 2026
Expert evaluation: until 12 November 2026
GA signature: by February 2027
Project implementation start: not earlier than 31 January 2027
Project implementation end: 30 July 2027 (incl. reporting).
