Overview

The ‘Cultural Horizons’ programme is designed to increase the access of Ukrainians, particularly displaced persons, to culture and cultural heritage, by supporting cultural and artistic projects developed through EU-Ukrainian partnerships. It aims to strengthen connections between the Ukrainian and EU cultural spheres and to explore mentorship as a tool for professional development.

The ‘Cultural Horizons’ programme is co-financed by the EU through Creative Europe and implemented by the Ukrainian Cultural Foundation (Ukraine) with Cultural Vistas gGmbH (Germany).


The programme aims to:

1) Strengthen connections between the Ukrainian and EU cultural sectors;

2) Explore and promote mentorship as a tool for the development of the culture sector;  

3) Foster the professional development of Ukrainian artists and cultural actors. 


This grant call, “European Local Culture,” supports local cultural projects and cultural ecosystems as part of the wider European cultural space. Its goal is to create new cultural products, rethink local heritage in a contemporary European context, preserve and promote regional cultural heritage, support cultural diversity and ethnic communities, and improve access to culture and heritage for all Ukrainians, including internally displaced persons. The call also seeks to strengthen the role of culture in community development and social cohesion.


Eligibility: partnerships between Ukrainian and EU-based organisations, individual entrepreneurs (with the Ukrainian partner acting as a lead applicant), legal entities and individual entrepreneurs based in Ukraine


Total budget of the call: EUR 200,000 (UAH 9 554 000)

Minimum grant amount: EUR 3 000 (UAH 155 000)

Maximum grant amount: EUR 8 000 (UAH 400 000)


Please note that the total budget of the call in UAH may be increased or decreased depending on changes in the average monthly accounting exchange rates published by the European Commission through InforEuro and applied on the date of the decision to initiate the negotiation (grant agreement preparation) process for projects recommended for funding under this call.


Timeline

Technical eligibility check: 08 – 20 September 2026

Expert evaluation: until 19 November 2026

GA signature: by March 2027

Project implementation start: not earlier than 15 February 2027

Project implementation end: 15 August 2027 (incl. reporting).
