Overview
The ‘Cultural Horizons’ programme is designed to increase the access of Ukrainians, particularly displaced persons, to culture and cultural heritage, by supporting cultural and artistic projects developed through EU-Ukrainian partnerships. It aims to strengthen connections between the Ukrainian and EU cultural spheres and to explore mentorship as a tool for professional development.
The ‘Cultural Horizons’ programme is co-financed by the EU through Creative Europe and implemented by the Ukrainian Cultural Foundation (Ukraine) with Cultural Vistas gGmbH (Germany).
The programme aims to:
1) Strengthen connections between the Ukrainian and EU cultural sectors;
2) Explore and promote mentorship as a tool for the development of the culture sector;
3) Foster the professional development of Ukrainian artists and cultural actors.
Within the programme, five open calls will be launched.
The Cultural Horizons Residencies call provides subgrants for EU-based to implement residency and cooperation projects with Ukrainian artistic and cultural workers. The call is administered by Cultural Vistas gGmbH and designed to support organisations in Europe that operate in the fields of culture and arts to enhance their cooperation with the Ukrainian cultural sphere by implementing a) residency and b) educational products on the basis of residencies in 2027.
Eligibility: Artistic and cultural organisations and initiatives registered within the EU, including EU-based non-profit organisations (NGOs and public sector organisations), sole applicant or partnership (consortia)
Total budget of the call: EUR 400 000
Minimum grant amount: EUR 5 000
Maximum grant amount: EUR 20 000
Timeline
Deadline for submission: September 30, 2026
Implementation phase: January to July, 2027 (minimum project duration – 3 months; maximum project duration – 8 months)
Subgrant recipients submit their final reports and project documentation to Cultural Vistas: Recipients must submit these documents within one month of project completion, and no later than August 15, 2027
