Overview

Established in 1992, it plays a critical role in achieving the EU's Green Deal ambitions, aiming for a sustainable, climate-neutral, and resilient economy by 2050. For the 2021-2027 funding period, LIFE has a total budget of €5.4 billion.

 

Key Objectives

The LIFE Programme seeks to:

  • Protect, restore, and improve the quality of the environment (air, water, and soil).

  • Halt and reverse biodiversity loss while addressing ecosystem degradation.

  • Support the transition to a circular economy.

  • Promote energy efficiency and renewable energy solutions.

  • Contribute to climate change mitigation and adaptation.

Structure and Sub-Programmes

The LIFE Programme is divided into two main fields with four sub-programmes:

1. Environment

  • Nature & Biodiversity: Focuses on halting biodiversity loss and restoring ecosystems.

  • Circular Economy & Quality of Life: Supports projects that promote resource efficiency, waste reduction, and pollution control.

2. Climate Action

  • Climate Change Mitigation & Adaptation: Aims to reduce greenhouse gas emissions and improve resilience to climate impacts.

  • Clean Energy Transition (CET): Accelerates the adoption of renewable energy and energy efficiency measures.

Budget

  • Total budget (2021-2027): €5.4 billion.

  • Annual allocations for projects: Approximately €571 million in 2025.

  • Grants typically range from €1 million to €5 million.

  • Maximum EU co-financing rates:

    • 60% for most projects.

    • Up to 75% for nature conservation projects targeting priority species or habitats.

    • Up to 95% for certain capacity-building projects.

Eligible Activities

  • Demonstration projects showcasing innovative techniques or approaches.

  • Best practices for environmental conservation or energy efficiency.

  • Coordination and support actions to facilitate implementation of EU policies.

Eligibility

To apply for LIFE funding:

  • Applicants must be public or private legal entities registered in an EU Member State or associated countries (e.g., Moldova, North Macedonia, Ukraine).

  • Eligible entities include public bodies, private organizations, non-profits, research institutions, and international organizations.

  • Applications can be submitted individually or as part of a consortium.

Timeline for 2025

  1. Calls for proposals will be published on 24 April 2025.

  2. Virtual information sessions will take place from 13–15 May 2025.

  3. Submission deadlines:

    • Standard Action Projects (SAPs): 23 September 2025.

    • Strategic Integrated Projects (SIPs) concept notes: 4 September 2025, with full proposals due by 5 March 2026.
