Overview

Olivia Grégoire, Secretary of State for the Social, Solidarity and Responsible Economy, signed the "Alternative to incarceration for housing and intensive follow-up" impact contract with Médecins du Monde and the project's partner investors. Involving several ministries and with a budget of 6 million euros, this impact contract kicks off a major project for the reintegration of defendants living with severe psychiatric disorders in the jurisdiction of Marseille.

The program "Alternative to incarceration for housing and intensive follow-up" (AiLSi), covered by the impact contract signed today, aims to promote the health and social recovery of defendants living with severe psychiatric disorders, without housing, in order to combat the "prison - street - shelter - hospital" pathway. The program makes it possible to pronounce an alternative to the committal order by providing guarantees of representation through access to housing and intensive multidisciplinary follow-up oriented towards recovery. The program will run for five years and will be deployed in the Marseille jurisdiction. This experiment will be considered a success if the AiLSi program reduces the re-incarceration rate of the beneficiaries and if the cost of this innovative support is globally lower than the costs that would have been generated by these beneficiaries without this support.

Operated by Médecins du Monde, which will coordinate a consortium of operators (the Association de Politique Criminelle Appliquée et de Réinsertion Sociale, Aix Marseille University, Protisalor Méditerranée, Assistance Publique - Hôpitaux de Marseille, Isatis, groupe SOS Solidarité, and Soliha Provence), the "Alternative to incarceration for housing and intensive follow-up" program is partnered with:

-the Ministry of Economy, Finance and Recovery;
-the Ministry of Justice
-the Ministry of Ecological Transition, in charge of housing ;
-and the Ministry of Higher Education, Research and Innovation.
The investors financing the project are:

-the European Investment Fund,
-the BNP Paribas European Social Impact Bonds fund,
-the Banque des Territoires,
-and INCO Investissement.
