Call for proposals for civil society organisations active on protecting and promoting Union values: call to intermediaries (giving financial support to third parties)

The submission of proposals is entirely web-based. For this purpose, the applicant must be pre-registered in the Electronic Proposal Submission System (EPSS). Access to the EPSS is via the PACT project website: https://pact.osis.bg. The form is completed in Bulgarian in EPSS. The form is submitted in EPSS along with the mandatory attachments.

The submission and assessment process will follow a two-stage procedure.

Stage 1 – Concept Note submission (16 February 2026 – 20 April 2026)

The call for proposals will be published on the PACT Project’s website as well as the websites of PACT Consortium partners.

Eligibility check and notification of eligible applicants (20-27 April 2026)

WCIF will conduct an administrative check for all submissions to ensure compliance with eligibility and formal criteria before quality assessment. All candidates will be informed by email about the results of the administrative compliance check, and only proposals of concept notes that have passed it will be admitted to the quality assessment.

Quality assessment of the concept notes (27 April 2026 – 1 June 2026)

The quality assessment of the concept notes will be done by two impartial and working independently from each other evaluators, at least one of whom is external to WCIF.

A ranked concept notes’ list, together with recommendations for changes (if any) to the proposed budgets of the ranked proposals, will be submitted by WCIF to the Initiative Selection Committee (ISC) for consideration. Subsequently the ISC provides WCIF with a list of the concept notes it has approved, considering their ranking by points and the available budget.

Only applicants with approved concept notes will be eligible to submit full proposals for initiatives. All applicants with assessed concept notes will be informed by email about the assessment results of the Concept Note stage and whether they proceed to the Full Proposal phase.

Stage 2 – Full Proposal submission (1 June 2026 – 3 August 2026)

Shortlisted applicants will be invited to submit their full proposals.

In the first half of June 2026, during the period of preparation of full proposals all organizations with approved concept notes will receive capacity building support.

Assessment and contracting (3 August 2026 – 30 September 2026)

The quality assessment will be carried out by WCIF. Based on the results of the assessment results, the WCIF team ranks all submitted proposals. The ranking is reviewed by the Initiative Selection Committee, which makes the final selection of proposals for initiatives. All applicants at Stage 2 will be informed by email about the final selection.
