Call for proposals for civil society organisations active on protecting and promoting Union values: call to intermediaries (giving financial support to third parties)

1. Applications are submitted in Bulgarian through BFW’s online platform. Information about the process can be found here.
2. The process includes an administrative eligibility and completeness check, followed by a qualitative evaluation of eligible proposals. 
3. Final funding decisions are taken after the evaluation process in line with the call rules. 

Criteria include: 

1. Contribution to the promotion of EU values and fundamental rights 
2. Focus on under-addressed or contested issues and groups 
3. Integration of a gender equality perspective and an intersectional / anti-discrimination approach 
4. Theory of change, relevance, and implementation plan of the proposed activities 
5. Involvement, influence, and leadership of impacted communities 
6. Risk management and mitigation, with attention to safety and ethics 
7. Feasibility: team capacity, partnerships, and budget logic 
8. Potential for structural change / advocacy / movement mobilisation

2. Indicative number of grants: minimum 25 
3. Grant size: EUR 5,000–60,000 
4. Project duration: 6 to 24 months 

Purpose of the call: 

1. To support independent grassroots CSOs in Bulgaria working on fundamental rights, democracy, gender equality, human rights, social justice, and protection of civic space.
