On February 10, 2025 the European Union launched Invest AI, an initiative aiming to mobilize €200 billion to enhance the generative AI talent pool through education and training programs.

Budget

Commission President Ursula von der Leyen stated that the European Union would invest €50 billion to boost the research and implementation of artificial intelligence. This InvestAI program will support a €150 billion private sector investment commitment made as part of the EU AI Champions Initiative.

Accordingly, Europe aims to raise €200 billion in total over the following five years.

Funding Structure

  • The program includes a layered fund with varying risk-return profiles to attract public and private investment.

  • Initial funding comes from EU programs like the Digital Europe Programme, Horizon Europe, and InvestEU. Member States can also contribute through cohesion funds.

About this initiative

  • InvestAI will supercharge Europe's AI capabilities, enabling startups and industries to access supercomputing resources for innovation.

  • This initiative is part of the EU’s broader strategy to boost competitiveness and ensure that AI becomes a "force for good and growth."

💡 AI Gigafactories: €20 billion will fund four cutting-edge AI gigafactories across Europe. These facilities, equipped with 100,000 state-of-the-art AI chips, will train next-generation, large-scale AI models for breakthroughs in fields like medicine and science.

🤝 Public-Private Partnership: The initiative represents the world's largest public-private collaboration for trustworthy AI, ensuring access to computing power for all companies, not just tech giants.

🌍 European Approach: InvestAI emphasizes openness, cooperation, and inclusivity, aligning with Europe's vision of ethical and mission-critical AI applications.
