Specialised education programmes in key capacity areas
- The aim of the Mobility Scholarships (hereinafter referred to as SCHOLARSHIPS) is to support students who achieve excellent academic results and first and second-year students completing the full curriculum to extend their knowledge and skills in Cybersecurity (one of the MERIT target areas) for students without an ICT background.
- The SCHOLARSHIPS are granted by the MERIT project. MERIT project is co-funded by the European Union under grant agreement No. 101083531. Up to 116,000 euros are available to be distributed for the targeted scholarships at Riga Technical University (hereinafter referred to as RTU).
- The SCHOLARSHIPS can be awarded to persons (hereinafter referred to as APPLICANTS) who are citizens of the European Union (hereinafter referred to as the EU) studying in the MERIT project master's degree program “Management of Smart, Resilient, and Interconnected Systems” (MERIT) (hereinafter referred to as the PROGRAM) at RTU.
- If the number of eligible applications exceeds the available funding or the planned number of scholarships, applications will first be ranked based on academic merit. In cases of equal merit (ex aequo), preference may be given to promote diversity, including students with a non-ICT background and students from low DESI-index countries (i.e. countries below the EU average in at least basic digital skills, DESI 2025 (data from 2023)). This diversity-related criterion shall be applied only as a tie-break mechanism and shall not affect the equal treatment of applications.

- Procedures for awarding SCHOLARSHIPS.
- A student who has been matriculated to the MERIT curriculum of master's studies has the right to apply for the MERIT scholarship within the academic year, in September, starting from the first semester of the academic year of his/her matriculation, and if he/she
- is a full-time student;
- has completed the curriculum cumulatively in full. The study volume to be completed per semester is 30 ECTS;
- has not exceeded the standard duration of the curriculum;
- is not on academic leave;
- To apply for the MERIT scholarship, the student submits an application form https://forms.gle/XR4gNkBGThVaCveq9 by 10 April 2026. The application must indicate: student identification number (Student’s ID), student's first and last name, and the bank account number of the scholarship recipient.
- If the student has been studying at a foreign educational institution during the last semester mentioned above, the study merits have to be provided for the last semester of study at the university according to existing regulations and practices of the university issuing the merits document.
- The outcome of the call for awarding the MERIT scholarship is published on RTU’s website.
- The amount of the MERIT scholarship is two thousand three hundreds, and twenty euros (2320) per student for a single mobility action, which will take place starting from 11th of May, 2026 until the 15th of May, 2026 at MERIT partner FBK (Fondazione Bruno Kessler, Italy, https://www.fbk.eu/en/)
- Payment and cessation of scholarships
- The recipients of the MERIT scholarship shall be confirmed by the director of RBS no later than five working days before the date of payment of the scholarship in accordance with clause 6.2. The MERIT scholarship shall be transferred to the recipient's bank account on the basis of the order of the director.
- The MERIT scholarship is paid no later than 1 week before the mobility action, i.e. 30th of April, 2026.
- If the recipient of the MERIT scholarship is ex-matriculated (except when completing the curriculum) or goes on academic leave before the date of payment of the scholarship, the scholarship will not be paid to him or her.
- The received money can be used for direct costs of the mobility, which include:
- Transportation to and from the venue;
- Per Diem expenses;
- Accommodations;
- Traveling insurance;
- Local transportation to and from the venue;
- All students receiving the scholarship are obliged to submit self-assessment report on acquired knowledge, skills and mobility experience (according to the template prepared by study program director).
