Supporting Ukrainian artists and cultural organisations to co-create/showcase

IZOLYATSIA Foundation (UA) and Malý Berlín (SK) together with Trans Europe Halles (SE) announce the rolling open call for cultural and arts organisations within the ZMINA:Resilience project, strand "Support for international showcasing of co-creation projects".

The objective of this call is to support projects that bring artistic and cultural works co-created by Ukrainian and other Creative Europe cultural organisations to wider audiences through public showcasing and presentation events in Ukraine and across other Creative Europe countries.

Funding will be provided to projects featuring co-creations made by partnerships involving at least one organisation from Ukraine and at least one organisation from another Creative Europe country. The projects should maximise the visibility, audience reach, sustainability, and future showcasing potential of these works.

Supported projects are expected to include active partner cooperation to adapt showcased works to new audiences, for example by contextualising works, providing translation, involving local artists, experts and communities, conducting parallel programmes, and similar approaches.

All creative and cultural sectors are eligible except audiovisual.

Project Objectives

1. Showcase and tour co-creations that explore the theme of resilience in any arts or cultural sector except audiovisual.
2. Hold a minimum of 6 public presentation events: at least 3 events in each of at least two countries, one of which must be Ukraine.
3. The presentation events cannot take place in the home city or town of any of the applicant organisations.

Overall Strand Budget

Total funding available: 950,000 €

Grant amount: up to 50,000 €, covering up to 90% of total project costs.

The remaining 10% must be covered by the applicants as their own contribution in monetary form (not in-kind) and reflected in their accounting statements.

Expected number of grants: 19–25.

Rolling Call — Selection Rounds

This is a rolling call, open for 16 months, with deadlines every three or four months (see indicative timeline). Applications are reviewed and selected after every round deadline.

The rolling structure allows applicants to submit proposals for showcasing projects that are ready to go immediately, as well as those requiring more preparation time — including projects that received co-creation funding through earlier ZMINA:Resilience calls.

Who Can Apply?

Organisations working in the arts and culture sectors, registered in Creative Europe countries (EU countries and non-EU countries).

For Ukraine — registered in territories under the effective control of the Ukrainian government.

While proposals are submitted by a single lead applicant, the project must include at least two partner organisations from at least two countries, one of which is Ukraine. All partners have equal rights and joint responsibility for the correctness of data submitted on the platform and in future reporting.

The partnership must reflect genuine balance and exchange — not a formality. Each partner should play an equally important role, bring equal value, and contribute to reaching audiences in all participating countries.

Eligible Activities

1. All activities necessary for the preparation and delivery of the presentation events, including:
2. Public presentation events (in Ukraine, hybrid or online formats are accepted due to the security situation)
3. Preparation, rehearsals, and production activities related to the presentations
4. Travel for organisational, rehearsal, and presentation purposes

All projects must include at least 3 presentation events in each of at least 2 countries, one of which must be Ukraine. Presentation events cannot take place in the home city or town of any of the applicant organisations

Eligible Costs

1. All costs necessary for the implementation of the project
2. Costs of presenting artistic and cultural works in each partner's country
3. Travel related to organisational, rehearsal, creative, and presentation purposes

All costs must be incurred after the grant agreement is signed and during the implementation period.

Project Duration

The implementation period is up to 7 months. The earliest start of implementation is after signing the grant agreement.

Technical Eligibility Criteria

1. All required attachments are uploaded in separate files in the formats specified for this call.
2. All required attachments follow standard templates available for download on the platform.
3. All required attachments are readable, accessible, and printable.
4. All project partners meet the eligibility conditions for this call.
5. The applicant's registration meets the conditions specified for this call.
6. The application form is complete and contains all requested information.
7. The application is submitted by the eligible lead applicant.
8. The subgrant amount requested does not exceed the maximum set for this call.
9. The total partner contribution meets the co-financing requirements.
10. The project implementation period is within the limits set for this call.
11. The project start date meets the conditions specified for this call.

Applications are checked for technical eligibility by the ZMINA:Resilience team. Proposals found admissible and eligible are forwarded to evaluators (2 per application).

Evaluation Criteria

Relevance:

Relevance of the project to the objectives of this call.

Quality:

Quality of the partnership — equal importance of the roles played by each partner.

Extent to which cross-cutting issues (digital dimension, environmental sustainability, inclusion) and barrier-free access to project results are addressed.

Scale of engagement — expected audience size and number of presentation events.

Impact:

Sustainability of the project, including plans for future showcasing and presentations beyond the grant period.

Selection Procedure

Applications are first reviewed for technical eligibility by the ZMINA:Resilience team to confirm compliance with all formal requirements, including eligibility and admissibility criteria.

Proposals that pass this stage are forwarded to two independent experts for evaluation. Evaluators assign scores, after which applications are ranked by average score.

Final selection is made by the Selection Committee, taking into account geographical, sectoral, and thematic diversity within the available call budget.

The application budget is assessed for cost-effectiveness and justification and may be adjusted prior to signing the grant agreement. The final grant amount is determined based on a combination of lump-sum units and actually incurred costs.

Due to the volume of applications received, the ZMINA:Resilience project team will not be able to provide individual justification for selection decisions. All decisions are final.

For organisations from Creative Europe countries other than Ukraine — national registration documents with an English translation if the original is in another language.

For organisations from Ukraine — a full extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations, dated after the announcement of this call — in the original language.

Current Statute or equivalent document (if required for the legal entity) — all pages:

For organisations from Creative Europe countries other than Ukraine — with an English translation if the original is in another language.

For organisations from Ukraine — in the original language.

Note: The application form, the budget, the guarantee letter, other supporting documents, and any information the applicant provides to ZMINA:Resilience team are not the mere formality. Where those or any parts thereof are untrue, factually inaccurate, misleading, unfounded, misrepresent the facts, lack factual basis, and the like, providing support to the projects can be terminated at any stage of their lifecycle.
